Mid-Term Evaluation Center for Technology Development
Eccles Associates conducted a mid-term evaluation of the Centre for Technology Development Project in the State of Karnataka, conducting interviews with appropriate government and CTD officials, and clients of the Centre. Eccles Associates evaluated the extent to which program goals have been achieved in such fields as technology transfer, human resource development, and informatics and mechatronics, and recommended specific actions for business expansion.

Indonesia
Venture Capital Technical Assistance
As a consultant to UNDP, Eccles Associates introduced the concept of a "Fortified Venture Capital Fund" as a means of attracting private sector funds to finance SMEs in Indonesia. The Fortified Venture Capital Fund adapted a concept that has been successful in developed economies to nurture growth of small and medium sized businesses. Because the concept was profit-driven, and had the benefit of short-term technical assistance from UNDP, the Fund was able to obtain commitments in the amount of $20mm from private sector sources including the major "conglomerates" in Indonesia. In this way, the government's development objective to increase employment opportunities through the encouragement of SMEs received a positive boost and incremental financial resources.

Preparation and Implementation of National Sustainable Development Strategies
Eccles Associates provided the services of an Urban/Industrial Environment Management Specialist to (i) assist the Government of the Kingdom of Thailand in the process of preparing a national sustainable development strategy in accordance with Agenda 21, (ii) to help define priorities for investment in the environment sector, and (iii) to promote innovative mechanisms for implementation of the strategic Agenda 21 in Thailand.

Pakistan Stock Exchange
Eccles Associates mobilized stock exchange operations advisors to provide technical assistance to the Karachi Stock Exchange under the Private Investment Expansion Program.
· Evaluated the software requirements for the Central Depository and recommended package to the Chairman of the Corporate Law Authority.
· Reviewed and evaluated the Clearance, Settlement, and Safekeeping procedures.
· Prepared recommendations regarding systems and automation procedures for the clearance, settlement, and safeguarding process.
· Prepared guidelines for the development of the Central Depository.

Capital Markets Development Project Evaluation
Eccles Associates provided the services of a Stock Exchange Operations Specialist as part of a team of advisors assessing the effectiveness of the USAID/Philippines' Capital Markets Development Project. The Specialist was responsible for all tasks dealing with automated trading systems; clearing and settlement systems; and the depository function. The goal of the capital markets project was to enhance the operational capacity of capital markets so that an increase in the number and types of equity and debt securities becomes available to investors, thereby attracting additional investments and contributing to overall economic growth.

Financial Markets Project Interim Evaluation
Eccles Associates led a team of financial market specialists to complete an interim evaluation of USAID/Sri Lanka's Financial Markets Project Component (FMP) of the Private Sector Policy Support Project. The evaluation assignment provided a detailed assessment of project implementation and progress achieved to-date, as well as the impact of the FMP on Sri Lanka's financial markets.
